I have used various proprietary products but the following has been the most successful with bugger-all cost.

Ingredients

4 scoops washing detergent
I litre boiling water

Directions

Dissolve the detergent in the hot water in a suitable size bucket.
Stir with a large spoon until it becomes milky.

Hose down the deck to remove dirt and dust.
Squeegee off to remove excess water, but leave the surface damp.
Apply the mixture liberally with a brush and allow to dry. (about half an hour)

Wash down with a power spray.

Repeat in areas not completely cleaned.

Important - make sure all the detergent residue is removed from metal surfaces and any overspray on painted surfaces.

Allow to dry.

Prepare the timber for coatings.
