Re yaking on enclosed waters a PFD should be worn if 100m from land (at all times on ocean)& from dusk till dawn a light that is visible from all sides suppose you could argue a torch would do?,pittwater is ok many moored boats & sheltered but in more open waters with bigger swells bright reflective clothing flag light that is above water level is a good idea (in heavy swells your often not visible to boats day or night) I go for a deck light in front of me light on back of PFD & headtourch
