Unfortunately it looks like no science has gone in to it at all, they just thought half sounded good.
It was in fact announced the same week they announced the free for all on commercial flathead fishing, luckily someone noticed and they had to rescind that.
Some of the figures seem fine to me, like bream and flathead, I always thought 20 was a bit excessive but for a fish like gemfish where you have to take your boat to the shelf to catch them, 2 seems a bit tight. 2 kingfish will also affect a lot of charter boats I think.
I haven't seen any tighter quoter being talked about for the commercial guys so this obviously has nothing to do fish fish stocks.
