Based on my limited experience servicing 3 shimano reels i own,
i would take it all apart, see if anything obvious is in the way of the reel operation.
remove sand or whatever else is in the way of the main gears. reapply new layer of grease.

If its not the main gears, its the bearings, but a warn out bearing would make the reel less smooth, but not jammed.

If its an el-cheapo, i don't know if its worth sending for professional repair. A cheapo daiwa or shimano costs $40.

Generally i find with the elcheapo's you can open clean & lubricate them, they work ok for a short time then lock up again at the time you most need them, if its an expensive one best to send to manufacturer as it may need new bearings or drag parts, my Shimano 4500 (approx 10yrs old, i say approx because i pulled it up from the bottom of a river while fishing about 8 yrs ago  ) had problems sent it away cost $100 but now its like brand new :D

It will most likely be the main bearing that has seized, and from my experience whilst you can usually free it up a bit with WD 40 etc it will never be the same. The only way to fix it properly is new bearings, but they aren't cheap. So if it's not an expensive reel (under $50) it's probably not worth repairing.

I had the same thing happen to my little fellas c/fish combo and managed to get the bearing working again with a combo of wd40 and heat, but as has been said, it will never be the same. I think a trip down to the local bearing centre would probably be in order, they might find a bearing that would fit perhaps?

Cheers, Ben.
